(Editor’s Note: This letter was sent to the following people: Nassau County Legislator Richard Nicolello, Nassau County Legislator Robert Troiano, North Hempstead Town Supervisor Jon Kaiman, North Hempstead Town Councilwoman Viviana Russell, Westbury Superintendent of Schools Constance Clark-Snead and Carle Place Superintendent of Schools David Flatley.)
It has come to my attention from a number of concerned residents, public officials and school officials that there has been a marked increase in the past several months in the number of registered sex offenders that have been placed or directed by the County to the Westbury area, including the unincorporated areas of Carle Place (particularly to the Holiday Inn and Red Roof Inn), which are in very close proximity to the village boundaries and our area parks and schools.
While we understand that the law permits registered sex offenders to live in the community (subject to certain parameters in regards to proximity to schools, parks, etc.), we are deeply troubled by the apparent concerted effort and decision by the county to direct these individuals to locations in the Westbury/Carle Place vicinity. This has resulted in an unfair and disproportionate concentration of these individuals in our area, which must be addressed immediately.
The Westbury/Carle Place community shoulders a disproportionate burden in terms of traffic, overdevelopment, group home placement, and similar burdens on the community. This new development, of the County directing registered sex offenders to this area, endangers the welfare of our residents and children, and has an overall negative impact on our community. The disproportionate placement of these individuals in our community has a disparate negative impact on the quality of life of our local residents and taxpayers, on their property values, and exposes our residents to unacceptable levels of danger resulting from the high concentration of these individuals in the community.
I am hopeful that you can assist in the correction of this problem and that this matter will be addressed immediately. I would appreciate it if you could have your staff contact me directly to advise as to how this situation will be rectified.
Thank you for your assistance in this matter.
Peter I. Cavallaro
Village of Westbury Mayor
