New York State is providing the East Meadow Union Free School District, on a one-time basis, $2,451,839 as a Capital Project Construction Grant. There is no tax impact; however, in order for the district to receive the funds, which are through Excel (Expanding Our Children's Education and Learning) Aid, voter approval is required. The Excel Aid was adopted by the New York State Legislature and approved by Governor George Pataki.
"This grant is a once in a lifetime opportunity to undertake important construction projects without taxing the community, said Deputy Superintendent of Schools Leon Campo. "We must act swiftly as other school districts will apply for grant aid."
To qualify for the tax-free aid, voters must approve of the construction and the capital projects must be necessary and otherwise completed at taxpayer expense as well as be included in the district's official five-year capital improvement plan.
The East Meadow School District's proposed capital projects include roof construction at the Parkway School ($495,000); replace corridor ceilings at all schools except Parkway ($750,000); replace asbestos vinyl classroom floors at all schools ($1,040,000); and fees related to these projects ($166,839) for a total of $2,451,839.
A public referendum will take place Thursday, Dec. 21 from 7 a.m. to 9 p.m. at all East Meadow elementary schools.
"Without this grant, we would ultimately undertake this important construction at a cost to our taxpayers," said East Meadow Board of Education President Deborah Coates. "Our taxpayers deserve some relief and the Excel grant provides some very real taxpayer help."
Superintendent of Schools Dr. Robert Dillon added, "I hope that every resident spreads the word about the Dec. 21 referendum. We cannot qualify for the Excel money without the support of the community. We need you!"
