    The Elmont Elementary Board of Education is generally known as a body that doesn't always agree, but does get along to make decisions that are in the best interests of the Elmont Schools. The district's test scores have improved; its budget was easily passed; it's superintendent Dr. Maria Palandra has even received the prestigious Martin Luther King Humanitarian Award.     The West Hempstead Civic Association held its annual town meeting last week at the West Hempstead Middle School. A number of issues were discussed including the passing of the recent bond referendum for a new library, parking and traffic problems throughout the community and, of course, the Courtesy Hotel.
