The scene is an all too familiar one for some residents in Franklin Square, Malverne and North Valley Stream. Families wanted to go to the library and take out books but can't since they do not belong to a library district. In the past, many families bought a library card that gave them some borrowing privileges but not full access to all library services. That all changed when the Board of Regents nullified the method of paid library cards.
