The board of trustees of the Village of Roslyn Estates recently drafted and passed their 2003-04 budget. Total expenditures reached $1,079,149. Current revenues were enough to prevent the village from having to increase any existing taxes.
A large bulk of village expenditures came from street maintenance. The road renewal budget is $120,000, while personal services ($73,000), and equipment ($73,000).
As with other villages, the fire service budget also made up a significant portion of the budget. The village will spend $4,000 on fire service insurance and $13,000 on fire service "service awards." The main fire service budget will reach $151,966.
Next to the street department budget, refuse collection ($143,000) contains the most expenditures. The clerk treasurer and deputy clerk treasurers budget will total a little over $100,000. The attorneys' office budget is $75,000, while village hall expenses are a modest $17,500. The "village general" budget, which includes employment retirement, Social Security, workers compensation, unemployment insurance, and health insurance is $67,000. The debt service portion of the budget is $88,500.
The most modest sections of the budget are spending for the board of trustees, the village justice, and the mayor's office. Trustee expenses come to $2,000, while those for the village justice are $2,500. Meanwhile, the mayor's office will receive no "other" expenses at all from Roslyn Estates taxpayers.
On the revenue side, the bulk of the monies raised were, as usual, from real estate taxes, which totaled $779,210. Other revenue came from an appropriated fund balance ($144,919), consolidated highway aid ($21,000), a concession fee ($17,500), an electric gross receipts tax ($16,000), permits ($15,000), interest on deposits ($15,000), state aid mortgage tax ($15,000), "other" utility taxes ($13,750), sales of property ($10,000), and gifts and donations ($10,000).
