I would like to reply to the two women who advocated breast-feeding in public places, saying it was legal to do so.

It certainly is legal. It is also legal to bathe, shower, brush one's teeth and have a verbal argument in public. However, some people feel that these practices can be better done in private. For some people, privacy and modesty are important considerations; they prefer to go into a ladies' room where strangers are not given the opportunity to watch what is, to some, a private and spiritual endeavor.
