In the Bayville community, a large problem is the threat of coastal flooding. In December 1992, the village was ravaged by a horrific Nor'easter, leaving hundreds of homes flooded and families without a place to stay. Again, in October 1996, another powerful flood battered Bayville.

For this reason, Bayville Elementary students in the Locust Valley Central School District created The Flood Buddy System. Beginning March 7, students began to sign up homes in the nonflood zone, asking them to agree to take in families with children in the flood zone during a flood situation. Those families can remain in the village, and the children can stay in school with the Flood Buddy System in place.
Students Stacey Carbone and Lauren Viggiani spearheaded the program, which was applauded by Bayville Mayor Victoria Segal who asked the girls to keep in mind other disasters such as fires, hurricanes, erosion, etc... To spread the work, Mayor Segal had the plan posted on the bulletin board at village hall.
These two caring students wrote to Superintendent Dr. Anthony Singe, "Thanks to Principal (Nora) Friedman and Mrs. Spelatis always encouraging us that together we can achieve anything, we have entered the US Children's Summit Competition." Students designed a logo to be placed in the window of homes participating in the program.
Mrs. Friedman, who is very proud of the two students, noted that Bayville Elementary students are always encouraged to be creative and caring, and consider the school's theme, "Together We Can" in doing so.
