The New York State College Choice Tuition Savings Program (New York's College Savings Program) provides a number of advantages, including a New York income tax deduction and the ability to use the money in the account to pay for qualified higher education expenses at any eligible educational institution in the country and certain institutions abroad.
Under New York's College Savings Program, a person may set up a tuition savings account for a specific beneficiary. The contributions go into a trust fund, the assets of which are invested in special age-based investment portfolios that combine stock, bond and/or money market investments. The principal and return are not guaranteed, and the value of an account will fluctuate. After 36 months, account owners can begin to withdraw from the account to pay for qualified higher education expenses without penalty. Qualified expenses are tuition, fees, eligible room and board, books, supplies, and required equipment.
* Tax Advantages. New York taxpayers can deduct the full amount of their contributions (up to $5,000 per year) from their New York taxable income. A husband and wife can each set up a separate account and deduct up to $5,000 per year (for a total annual deduction of 10,000). All withdrawals for qualified higher education expenses are exempt from New York income taxes. Earnings in an account will also grow free of federal taxes until money is withdrawn to pay for qualified higher education expenses. The earnings portion of qualified withdrawals is taxed at the federal level at the beneficiary's income tax rate.
* Flexibility. Anyone can contribute to an account under New York's College Savings Program there are no restrictions based on age, income, or state of residence. The account can be used to pay tuition and other qualified higher education expenses at eligible educational institutions, which generally are colleges, universities or other institutions in the country and certain institutions in foreign countries that offer a course of study leading to a postsecondary degree (undergraduate, graduate, or professional) certificate or diploma, or an approved postsecondary vocational school.
* Low Minimum Contribution. You can open an account with just $25. There is a lifetime limit of $100,000 in contributions by all account owners for any one beneficiary. In addition, there are potential federal gift tax considerations if an account owner gives more that $10,000 in one year, in contributions to an account or otherwise, to any beneficiary. Employees should consult with a tax advisor for details.
* Payment Convenience. You can set up an automatic contribution plan through a bank account or contribute by check. An even more convenient payment method for employees is by payroll deduction. This alternative makes it easy for them to make regular contributions directly from their paycheck.
