The town board room was crowded on Tuesday, July 27, despite the fact that the re-scheduled hearing on the Kimco-King Kullen application for a change of zone had been postponed. Many of those in attendance had not received word of the postponement but there were many others present for different hearings. At the opening of the meeting Supervisor May Newburger made a statement, saying: "Concerning the Kimco hearing, yesterday the town board received a revised report from the Nassau Planning Commission. It included changes which require discussion and thought. Therefore it would be inappropriate to consider this application tonight. I move to continue at a later date." The board voted 5-0 in favor of the continuation at another, unspecified date.
The next item of business for the board was the consideration of an application by North Shore Hospital for a building permit to enlarge its emergency room. North Shore's attorney, Stanley Sibell, presented an artist's rendering of the project which will be two stories in height and 5000 square feet in area. Mr. Sibell commented that this is only .2 percent of the hospital complex.
Due to changes in the health care industry, Mr. Sibell said that emergency care is becoming a source of primary care. Calling the present condition of people lying on gurneys in hallways, "untenable," he said the the proposed alteration will enable the hospital to "provide care with dignity." Mr. Sibell then introduced the project's architect, engineer and real estate appraiser. The architect and engineer described the proposed building in some detail, while Mr. Marx, the real estate expert, said: "Usually we measure the benefit to the applicant versus the detriment to the community. This is a win-win situation with benefits to both."
One person who objected to the application was Grace Walker, a resident of Community Drive (across from the hospital) since 1932. Ms. Walker claimed that North Shore is in possession of half an acre of land that was deeded to her great-great-grandfather. Mr. Sibell said that Ms. Walker had raised the question in 1992 and that a title search had yielded no validity to her claims because of intervening sales. Since her questions had no relation to the issue on the emergency room addition, Ms. Newburger urged Mr. Sibell and Ms. Walker to discuss the matter at another time.
Ms. Newburger offered the resolution, pending evidence of water availability, and it passed 5-0.
A group of teamster union members was present for the next hearing, a site plan review of premises on Seaview Boulevard and West Shore Road in Port Washington. The teamsters' union owns the property which will be used for public storage. The plan was approved 5-0.
Attorney Donald Higgins Jr. represented the Port Washington Yacht Club in an application for expansion of its facilities on Yacht Club Drive in Port Washington. Mr. Higgins stated that the club's existing dining facilities are inadequate. "We want to push the rear wall out to the water," he said, "and the south wall out 10 feet. We want to put a sun deck over the terrace." There are also plans for a kiddie pool and a fifth tennis court. Mr. Higgins said that the plans had been approved by the Board of Zoning Appeals and by the neighbors to the north and south of the property.
Councilman James O'Connor said, "Just so the record is clear, you have agreed to the BZA's four conditions¬parking conditions, landscaping, a crash gate at Capi Land and no parking on Capi Lane." Mr. Higgins said that the club had agreed to the conditions and the board approved the application 5-0.
Attorney William DiConza represented Fifth Avenue of Long Island (The Americana at Manhasset) in the next application. The applicant plans to add a second story of 1440 square feet to a building located between Millie's Restaurant and Elizabeth. The premises will be occupied by Fendi. Two residents of Strathmore Village expressed concern about the application but, since it is in compliance with Chapter 70 of the Town Building Code and since there is a 239 car surplus of parking at the center, the application was approved 5-0.
