(The following letter was sent to Flower Hill Mayor James Damascus.)
I was shocked to receive information in your newsletter (referenced above), under the heading Wireless Communications - 21st Century, which involves the potential for the "installation of a 90-foot transmitter mono-pole in the corner of the parking lot at Village Hall" the following line, " Please consider this your notification of what I believe is the board's intent to vote favorably on these projects."
This notification is clearly inadequate regarding such an important issue. Even if prior notifications of this meeting were provided, which I am unaware of, nowhere is there any indication of the completed public health studies contracted by the village regarding this issue, or is there any indication of what steps the village has taken regarding the investigation of the impact this project may have upon the quality of life of the children and adults of this community. Also, I have received no indication of any studies regarding the effect such a tower will have upon the environment.
I formally request that all of these types of studies be made available to the community well in advance of any consideration by the Village Board. I also request that town, county, state and federal authorities all be notified for comment and for the purpose of enlisting their expertises regarding the impact of such a project. For example, has anyone spoken to OSHA or the state or county - equivalent agencies? Have any studies been on the impact on property values throughout the village?
I note newspaper reports that similar proposals have been rejected in other town and villages in Nassau and Suffolk Counties. In light of these reports, why does the Village Board hold the "intent to vote favorably on these projects." If improved services are the true motivation, since this pole will provide improved services "near our village" as well as "within" our village, why hasn't the Village Board sought to have this antenna placed in a nearby community? I doubt that the financial circumstances in the Village are so dire, so as to require jeopardizing the health, safety and quality of life of our village residents for the purpose of finding "new sources of income for the village."
I, for one, am currently opposed to this project based upon the information available. The anecdotal evidence I have is that other community residents, too, are opposed to such a project and are dismayed at how it is being handled by the Village Board.
Please notify me immediately as to what measures you intend to take to address my concerns, especially that this consideration be postponed. At very least, this will provide a greater opportunity for notification through media sources so that the community will have the opportunity to come forward to express their views during a meeting when this subject may be fully explored. Otherwise, I intend to spearhead a drive among my neighbors to bring legal action to preclude any expeditious consideration of this ill-advised proposal by the Village Board.
