Some of the best public golf courses in the United States are on Cape Cod:

Cranberry Valley in Harwich, The Captains in Brewster, Dennis Pines in Dennis (two 18-hole courses), and two courses in Yarmouth and one in Hyannis.

I have been a member of Cranberry Valley for 12 years. These public courses charge under $500 per resident for a year. This is for unlimited play without a cart. Cart fees are $15 per cart.

These Cape Cod towns love their golf courses because they do so much to enhance town revenues. These courses net the towns over a half million dollars each year.

The prices quoted for the Harbor Links will certainly discourage play. Is it not better to have lower prices to get maximum play than to cater to the few?
