I would like to thank Mr. Wolf for writing his letter. I second his complaints.

I live next door to the house that was recently burglarized. My backyard abuts the inadequately fenced alley behind K Mart.

In February a truck delivering merchandise to the store crashed through the fence and destroyed a tree in my yard. Trucks frequently sit behind the store with engines idling, creating vibrations, noise, and fumes. People using the alleyway as a shortcut constantly toss trash over the fence into my yard. And, this year, I won't have to decorate for Halloween. One of my trees is festooned with long, clear plastic bags that blew out of K Mart's dumpster.

Mr. Wolf is correct. The Town of Hempstead will apparently have to mandate neighborliness from K Mart.
