Residents approved the Hicksville School District's 2007-2008 $103,926,697 spending plan Tuesday. Residents voted 1,560 to 1,280 in favor of Proposition #1, a 5.88 percent budget-to-budget increase over the current year's spending. With state aid estimated to be $13,915,368 or 13.9 percent, passage of the budget means the average Class 1 homeowner's tax bill will be approximately $4,011.95 - a $145.95 increase over the current year's average tax bill of $3,866.
Residents also approved Proposition #2 allowing the district to establish a capital reserve fund, in the amount not to exceed $1.4 million, for a probable term of three years. A total of 1,434 residents voted in favor of this proposition while 1,259 voted against it. The monies will go toward basketball court replacement with fencing at Dutch Lane; exterior brick re-pointing at East Street; boiler room structural remains at East Street; masonry repairs at Old Country Road; exterior wall paint and sealant at Hicksville Middle School; re-keying of locations at Hicksville High School; and ceiling and lighting replacement at districtwide locations as well as architect and project management fees. Capital projects shall be funded by transferring $1.4 million of unexpended surplus for the current year's spending plan to the fund, incurring no additional costs to the taxpayer in the 2007-2008 school year; and expending the maximum amount of $1.4 million for the specific aforementioned projects including other related and incidental work starting in the 2007-2008 school year.
Proposition #3 also passed 1,403 to 1,249 and grants the board of education the authority to establish a capital reserve fund in the amount not to exceed $1.2 million for a probable term of three years to expand the Woodland Elementary School provided that said capital project shall be funded by transferring $1.2 million of unexpended surplus from the current year's spending plan to the fund, thereby incurring no additional cost to the taxpayer in the 2007-2008 school year. Monies will be used to construct a second story, two-classroom extension at Woodland and cost projections include related and incidental work as well as architect and project management fees starting in the 2007-2008 school year. Proposition #3 is necessary based upon projected enrollment figures for the elementary schools; it is anticipated that additional classrooms will be necessary in the 2008-2009 school year to maintain the district class size at the elementary level. For 2007-2008, the district anticipates an enrollment of 5,315, up 38 students or .72 percent from the current year's actual enrollment of 5,277 and it is expected to increase again for 2008-2009.
As in previous years, voters approved the allocation of $50,000 to the Hicksville Gregory Museum for educational services associated with its programs. Listed this year as Proposition #4, 1,454 residents voted in favor of the allocation while 1,200 rejected it.
