A shopping cart parked in front of an apartment building in the Plaza.

Why are shopping carts from Waldbaum's being taken from the parking lot into the neighborhoods to be left on the street or on sidewalks for someone else to retrieve and return to the store? I've never seen this before and it's a Village of Great Neck Plaza suburban phenomenon now. As we drive down Schenck Avenue, my husband and I now look for and count the shopping carts.
