On Aug. 16, The New York Times reported that the New York Department of Environmental Conservation (DEC) had not made public 1,500 sites where soil or water had been contaminated with methyl tertiary butyl ether (M.T.B.E.), a gasoline additive, originally approved by Congress to promote clean air, that is now being examined as a possible health hazard.
