The Glenwood/Glen Head Civic Association is distressed that the Roslyn

Board of Trustees will not require an Environmental Impact Statement (EIS) for a senior housing project proposed for the southern end of Hempstead

Harbor. Instead, the trustees will apparently rely on an EIS for a previous proposal.

We believe this decision is seriously flawed. The previous project was targeted primarily to seniors who were not independent. The current project is targeted to seniors who are much more active. The difference in traffic impact alone is significant. Other concerns involve the implications of building in a known flood plain and the age and capacity of the sewer hookup.

This project will affect Roslyn and all communities surrounding the harbor-particularly Glenwood Landing, Glen Head, and Sea Cliff. It is also important to note that so many Hempstead Harbor developments are in the works that, in our view, no projects should be approved until their cumulative impact is known and an inter-municipal comprehensive plan is developed.

At the very least, we urge the Roslyn trustees to rigorously review all the plans and permits with regard to this project, to include neighboring communities in the process, to take other harbor side proposals into consideration, and to require review by the historic district board.
