The newly installed Glen Cove City Council met Tuesday, Jan. 8 in City Hall. The entire council was in attendance. Among the resolutions and ordinances voted on was an amendment to the ordinance requiring establishments with outdoor seating to pay a fee for such usage. The mayor pointed out that the city would like to encourage outdoor cafes, and removing the burden of a fee would help to do so. Bids were advertised for heating/ventilation/air conditioning, and the lowest bid was submitted by S. Paollillo & Sons, Inc. and accepted by the city. The question of the city entering into an agreement with The Crescent Organization to construct, maintain and operate a telecommunications tower on city-owned property adjacent to the municipal golf course on Lattingtown Road prompted questions from residents Steve Gonzalez and David Nieri regarding aesthetic, safety, and fiscal concerns. The council addressed each matter. The tower is to be a flagpole or stealth monopole enclosing telecommunication equipment which will enable residents in the area of the golf course and Lattingtown Rd. to receive better, or in many cases, their first and only cell phone service.

The project has received a "negative declaration," which means it will not be in any way harmful or intrusive to the environment. It will look like an ordinary flagpole, or a tall pole in the back of the golf course. The location is to be near the old maintenance barn at the golf course, near the greenhouse, and the Crescent Organization will be paying to re-pave the road after laying their lines. Since the road is in need of repair at this time, the City of Glen Cove will be having a necessary job completed at no expense to taxpayers. In addition, Crescent will be required to enter into subleases and license agreements with telecommunications carrier companies and the city will be entitled to 50 percent of the payments paid to Crescent. The minimum payment to the city after the first year shall be $54,000 per year.

Mr. Nieri also asked the council to present a summary of the status of waterfront projects including the clean-up and the ferry, at the next City Council meeting.

In another resolution, the council voted to temporarily re-name Continental Place, at the corner of Glen Cove Avenue, as James Davis Way in honor of the late James Davis, Jr. of Glen Cove.
