Mayor’s Report: June 17, 2011

Replacement of the Franklin Avenue Crosswalks

Work on the Franklin Avenue crosswalks has been completed. We thank you for your patience and cooperation during this project.

Fair Court Parking Field Update

Work in the Fair Court Parking Field has also been completed. The lot has been fully reopened for public use and all temporary parking restrictions on the nearby streets have been returned to normal. Again, we thank you for your patience and cooperation during this project.

Parking Field #5 - Rear of 520 Franklin Avenue — Garden City Medical Center

Work in Parking Field #5 is on-going. Currently the entire lot is closed with the exception of the first row of parking along the building. This first row will be partially closed over the course of the next week for curb and sidewalk repair after which it will be reopened until the entire lot is closed later this month. Parking is available on both Fifth and Sixth Streets; please take notice of the temporary parking restrictions posted by the Police Department. The owners of 520 Franklin Avenue have also arranged parking on the east side of Franklin Avenue and have personnel outside to direct traffic to that location. Please exercise extreme caution when driving or walking nears areas of the construction. This work is scheduled to last through the month of June (weather permitting).

A number of residents have asked about tree replacement, the answer is yes trees will be replaced in Parking Field #5. We thank you for your patience and cooperation during this much needed construction improvement.

Parking Field #12

Upon the completion of Parking Field #5, work will begin in Parking Field #12. This work will be done in four phases to minimize the disruption to traffic. People should anticipate limited parking in this field during construction. More details will be provided as this project nears commencement.

Curb, Sidewalk and Road Improvements

Infrastructure improvements will be done throughout the village this summer. Streets scheduled for work are Plaza Road, Main Avenue, Fifteenth Street, Boylston Street, Tremont Street, Spruce Street, Prescott Street and Bedell Avenue. During construction, detours should be expected at these locations. Residents in these areas will be given notice ahead of the start of construction. More details will be provided as this work nears commencement.

Pool Season Begins

One of the most attractive facilities within the village is our Garden City Swimming Pool. Its 55th season began on Saturday, June 11. All residents are encouraged to become members of the swimming pool and enjoy all that it has to offer to all age groups. There is an affordable membership level available for everyone.

National Flag Day

By an Act of Congress, dated Aug. 3, 1949, June 14 of each year was designated “National Flag Day” and the week in which June 14 occurs as “National Flag Week.” The “Pause for the Pledge of Allegiance” was made an official Flag Day ceremony by an Act of Congress in 1985.

The National Flag Day Foundation, Inc. is asking all citizens of the United States to display the flag during that week and that all Americans join in the annual “PAUSE FOR THE PLEDGE” ceremony on June 14 at 7 p.m. by reciting in unison the Pledge of Allegiance to our flag and nation. Please remember that displaying the flag at night requires proper illumination.

Water Conservation - Local Law 3-1987

We all want to keep the environment clean and green. However, I would like to remind the village residents that although we want to have beautiful lawns and flowers, we must keep in mind the village’s law with regard to water conservation (Local Law 3-1987) is now in effect.

The restrictions are:

Lawn sprinkling and garden irrigation only from April 16 to Nov. 30 of each year and only during the hours of 5 to 10 a.m. and 6 to 10 p.m.

The days a person may water are:

• Odd numbered properties on odd numbered days.

• Even numbered properties on even numbered days.

• Properties with no numbers on even numbered days.

Automatic Sprinkler Systems

• All newly installed systems must have moisture sensors approved by the Department of Public Works. For more information please call 465-4012 regarding sprinkler systems.

Backflow Test

Residents are reminded that they are required to have an annual backflow test by a certified plumber or a certified lawn irrigation company. The certification is then transmitted to Village Hall by the person performing the inspection.


• All home car washing must be done with hoses fitted with spray nozzles with automatic shut-off.

• Use of water for washing down driveways or walkways is prohibited.

Please cooperate by observing these restrictions. The Police Department has been requested to issue appearance tickets to those persons found to be in violation of this law.

Board of Trustees Meetings

The next board of trustees meeting will be held on Thursday, June 16. The Board meets only once during the months of July, August and September. The regular meeting dates for these months are as follows: July 21, Aug. 18 and Sept. 15, 2011. The meetings will be held in the Board Room at Village Hall and will begin at 8 p.m.
