The recent events concerning Kings Super Market application indicate to me that there exists a fundamental misunderstanding to the village's approval process. Specifically, Site Plan Approval and Architectural Design Review Board Approval.
It should be known that these approvals are not intended to decide whether a certain use is to be permitted, but rather to review and possibly modify design elements of either the site, the building or both. As a matter of fact such applications cannot be acted upon unless the proposal is a permitted use in the district ("as of right") or has been granted a variance or special exemption permit by the board of appeals. There appears to be a misconception that when an application is before the board of trustees in the final step of Site Plan Approval that a decision on the use will be made. I hope this clarifies the village's approval process.
All motorists are reminded that this week marks the opening of the 1999-00 school term in Garden City. Hundreds of youngsters are walking to and from school, many for the first time. Please pay particular attention when driving in the area of recommended pedestrian routes and school yards, while the number of students who will be walking to school will be dramatically increased. This will not be any different than prior years in that a few preoccupied young people will inevitably dart out from in between parked cars or fail to look for oncoming traffic when crossing the street.
While the police and crossing guards are on duty at school crossing zones, many children will be crossing at unprotected areas. Parents are urged to discuss safe practices with their children and to remind them that it is very difficult for passing motorists to see them and effect a stop.
A reminder to motorists that the posted speed limit in the area of schools is 20 miles per hour.
