Robert J. Devlin, 58, of Garden City South, died on April 30, 1999. He earned his undergraduate degree from Oakland College of Michigan State University and his doctorate in Russian history from SUNY Binghamton. Mr. Devlin was the chairman of Adelphi University's History Dept. and served as vice chairman of the Faculty Senate. He was working on a comprehensive encyclopedia of Russian history at the time of his death. He was a member of the LI Orchid Society. Husband of Peggy O'Neill Carroll Devlin. Father of Joshua, Alex and Rachel. Stepfather of Cathleen Esernio, Patrick Carroll, Clare Carroll, Maggie Carroll and Jennifer Carroll Pierno. Grandfather of six. Brother of Paul. A memorial service was held in the Olmstead Theater at Adelphi. Mr. Devlin's ashes were to be scattered around his upstate vacation home in Ancram. Donations can be sent to the Robert J.
