Clarifying Issues in the Master Plan

Residents have asked at each of the School Board's Capital Improvement Master Plan presentations if incidental costs or "soft costs" have been accounted for in the $50,012,023 bond cost. Soft costs figures provided by the district represent the mean price expected in the final bidding process. The construction management firm, architectural firm, and Board of Education have predicted based on current costs what the costs will be at various stages in the construction work. A contingency for construction has been added for work during construction and totals 5 percent.

The total incidental costs included in the $50,012,023 is 23 percent. Of the $50,012,023 total bond, $11,502,765.29 is "soft costs." The soft costs include: 6.5 percent for architectural and engineering costs, 3.0 percent for construction adminstration costs, 0.5 percent for legal services, 0.5 percent for bond costs, 2.0 percent for district expenses, 1.0 percent for reimbursable expenses, 6.0 percent as a design contingency, 3.0 percent for escalation costs, and 0.5 percent for insurance costs.

Phase I of the construction will begin upon the approval of the bond on Nov. 18, if the voters of Garden City do vote to approve the bond. Phase I's pre-construction period will be completed in March of 1998. Construction at Hemlock, Homestead, and Locust will begin at the end of April of 1998. The roof work at the middle school and asbestos abatement at the high school will begin at the end of June of 1998. The project closeout for this work will be in March of 1999.

Phase II of the construction will begin with a pre-construction period beginning in January 1998 and ending at the end of July 1998. The end of July 1998 will bring the beginning of construction at both Stewart and Stratford. The Project Closeout will be completed in March of 2000.

Phase III begins in February 1998 and conscludes at the end of September 1998. Additions and renovations at the middle school will begin in October 1998. Project Closeout will take place in February of 2000.

Phase IV begins its pre-construction period in March of 1998. The pre-construction phase ends in the beginning of December 1998. Construction of the high school begins in January 1999. Project Closeout will be completed in July of 2000.

Sitework for the entire district in the bond totals $2,356,027. Total exterior integrity work totals $4,195,979. Total interior work totals $3,112,755. Health and safety work totals $743,903. Space alteration work totals $30,259,290. Building systems work totals $5,199,837. Technology work totals $2,237,977. Environmental work totals $1,906,255. This all adds up to the $50,012,023 figure, which is just the figure for what will be bonded and does not include the costs from the Five Year Plan nor the annual budgets drafted by the Board of Ed and voted on yearly.

The vote for the bond referendum is Nov. 18. The vote will be held in the high school gymnasium that Tuesday from 4-10 p.m. All voters must be registered. A registration day will be held on Nov. 12 in the high school cafeteria from 4-10 p.m. Applications for absentee ballots can be obtained from the District Clerk's office in the Administration Building and must be returned by Nov. 11 if the ballot is to be received by mail. Absentee ballots will be accepted until 5 p.m. on Nov. 18.
