The following are trustee reports from the March 21 Floral Park village board meeting. Trustee Tom Tweedy offered Resolution No. 2007-49: a resolution authorizing the issuance of $159,500 bonds of the Village of Floral Park, Nassau County, New York, to pay the cost of the construction of a new roof for Floral Park Village Hall, in and for said village. The resolution was seconded by Trustee James Rhatigan and adopted on roll call by Deputy Mayor Kevin Greene, Trustee Tweedy, Trustee Rhatigan and Mayor Phil Guarnieri.
Deputy Mayor Kevin Greene extended his condolences to the family of Jim Krug.
He also thanked all the residents who took time out of their busy schedules to vote in the village election and that he truly appreciates their vote of confidence. Deputy Mayor Greene congratulated Mayor Phil Guarnieri and Village Justice Douglas Hayden on their re-election and congratulated and welcomed Mary-Grace Tomecki on her election to the village board.
He also wished Gerry Bambrick, who decided not to seek re-election, a fond farewell and said he enjoyed working with him over the years.
He further reported that during February, the department responded to more than 95 calls.
Deputy Mayor Greene also reported that every month an emergency management representative from each village in Nassau County meets to discuss issues related to preparing the communities for an emergency. The topic of the month of March was the requirements of an incident command system. Earlier this year, the village completed the development of its incident management system for Floral Park and the training document is currently being finalized so that each village employee can be trained on the various components of this document.
He further said that he attended a meeting in East Hills, which addressed the management of storm water. The Village of Floral Park became a part of the Nassau County Storm Water Management Plan two years ago. Each year the village is required to report on what actions have been taken to maintain storm drains. Some of the internal programs involve an annual inspection and clean up of the many storm drains located throughout the village. Last year the village placed a sign on each storm drain stating that dumping is prohibited. The basins are designed to capture storm water and send the water to local storm basins. When debris such as garbage bags containing dog waste or newspapers are placed in the catch basins, a barrier is created and the water cannot properly flow. Residents are asked to report anyone dumping debris into storm drains.
Trustee Tom Tweedy said the department diligently cleared the roads and public sidewalks of ice, snow and sleet that fell Friday, March 16.
"The winter frost has damaged some of our roads and parking field surfaces. To correct this problem, the Department of Public Works has purchased a new crack sealant product. This new product has been used by the State of New York with positive results. The Department of Public Works is continuing to try to remedy any ponding conditions that exist within the village.
The Department of Public Works has begun spring clean up of public areas and pocket parks. Through the efforts of volunteer members of the Beautification Committee and the Centennial Gardens Committee, Floral Park will soon be in full bloom, Trustee Tweedy said.
He also noted that Gerry Bambrick was one of the most important and respected trustees the village has ever seen and that the work he accomplished, especially with regard to zoning laws and the subdivision of property, has protected the village against reckless overdevelopment. "Gerry's work with the FAA and TRACON cannot be underestimated," he said. "He will be sorely missed by everyone on the board."
Trustee James Rhatigan reported that on Tuesday, March 13, Library Director Carolyn Voegler, Library Board President Arthur Connolly and Friends of the Floral Park Library President Jean Petta took part in the New York Library Association's Library Legislation Day in Albany. During this event, they had the opportunity to meet with legislators and staff members to promote additional state funding for library services. "Through their attendance, Carolyn, Art and Jean have once again shown their dedication to our library and community and each is to be commended for making this effort," Trustee Rhatigan said.
He also thanked Gerry Bambrick for his hard work and dedicated service to the village. Although he will be leaving the board, Trustee Rhatigan knows he will be reaching out to Gerry often for advice and guidance.
Trustee Rhatigan also congratulated Mayor Phil Guarnieri, Deputy Mayor Kevin Greene and Village Justice Doug Hayden on their re-election and also congratulated Mary-Grace Tomecki on her election to the board.
He said the recreation staff joins him in offering condolences to the family of Jim Krug who suddenly passed away March 17. "Jim's legacy of service to the Floral Park Recreation Center, and to the community as a whole, will be missed far into the future. The friendships he made and the lives he touched were evident from the long line of those waiting to pay their respects that stretched from the entrance to Dalton's over the past few says," he said.
Mayor Phil Guarnieri thanked everyone who came out March 20 to vote in the village election. He congratulated Deputy Mayor Greene and Village Justice Hayden on their re-election and welcomed the village's newest trustee, Mary-Grace Tomecki, to the board. He said he looks forward to serving the village for the next two years.
Further, he thanked Gerry Bambrick for his six years of service to the village and said his knowledge and dedication will be missed.
On motion by Trustee Tweedy, seconded by Trustee Rhatigan and carried unanimously, Mayor Guarnieri recessed the meeting at 8:10 p.m.
